Manitowoc County Court Commissioner Patricia Koppa set bail at $5000 recognizance bond for a 29-year-old Manitowoc woman charged with two counts of Child Neglect.
Officers were dispatched to a southside residence over the weekend on a report of a 911 hang up-receiving multiple calls from a young child and sounds of another child crying. They located the home of Holly A. Booher and received permission to enter the residence where they found squalid conditions that included some cat urine soaked bags of clothes and soiled diapers.
Authorities took Booher into custody and placed the children into temporary physical custody by the Department of Health Services.
The lone condition of bail is that Booher has “no contact” with the children unless approved by the Department of Human Services. Her initial appearance is scheduled for April 12th at 1:30 p.m.
