The enrollment is taking place at the same time the US Supreme Court considers the future of the health reform law.
The Trump administration and a group of Republican state attorneys general are working to invalidate the Affordable Care Act.
They argue the individual mandate is unconstitutional after Congress eliminated the penalty for not having health insurance.
