An Altoona man who murdered his family members 19 years ago says he should be able to live without supervision. Cher Cha Moua was found not guilty due to insanity for shooting his wife and teenage daughter to death in 1998. Moua was released from a state mental institution six years ago after doctors told the courts he was no longer mentally ill. Moua still can’t leave the county without permission and still has to check in with his parole officer once-a-month. It will be at least another 30 days before a judge rules on his request.
