A Black woman tells Manitowoc Police she noticed a red note on her vehicle Friday as she was leaving a Walmart store, and the note included a racially motivated threat aimed at the Black community.
Manitowoc Police say they arrested a suspect after inspecting surveillance video to determine who left the note.
That suspect hasn’t been identified.
Police haven’t indicated if the woman knew the suspect, or why that person was specifically targeting her vehicle.
