Madison activists are demanding the driver of a pickup who drove through a crowd early Sunday be charged with a hate crime.
One person suffered minor injuries in the incident which happened shortly before 2:30 a-m.
Witnesses say the driver left the scene before police arrived.
The group Urban Triage also accuses a police officer who responded of failing to call for medical assistance for 30 minutes.
It alleges he pepper-sprayed the victim and her friends and family.
No names have been released.
Police say they are following several leads in their search for that driver.
