Madison police say a witness just didn’t think something was right about a parked S-U-V with its rear windows down.
Since the area is a popular dumping location for car thieves, he called it in.
Officers say a 15-year-old boy was asking a nearby homeowner to borrow an ice scraper as the officers sneeked up on him.
He tried to run away, but that didn’t work, and he has been taken to the Juvenile Reception Center.
The teen’s name hasn’t been released, but police say he has a record of operating stolen vehicles in the past.
