The F-B-I is trying to identify fraud victims of a De Pere-based contracting company. Federal investigators think owners Chad Schampers and Nate Smith schemed to defraud financial institutions and the customers of Summit Contracting.
The men are accused of encouraging Summit customers to finance their home projects, then they withdrew all the funds from the financing company before the work was completed.
Summit is accused of leaving those customers with loan payments for substandard or incomplete work.
