For five hours Kenosha police had a three-block area of the city shut down during a major standoff Tuesday. People living nearby say they were told to stay inside starting at about 4:00 P-M. There was a major police presence, including a sniper and the use of tear gas. Finally, at about 9:00 P-M the witnesses say they heard several flash-bang grenades go off with officers running inside and checking the duplex. Within an hour, the scene was almost clear and no one was spotted leaving in handcuffs.
