Enrollment for the 2019 Non-Insured Crop Disaster Assistance Program or NAP has been reopened through May 24, 2019. The enrollment period was reopened due to expanded provisions for buy-up coverage that were included in the 2018 Farm Bill. NAP offers protection from weather-related losses for crops on which Federal Crop Insurance is not available. This includes crops such as apples, strawberries, grapes, pumpkins, milo, maple sap, rye, triticale, fresh market vegetables, honey, Christmas trees, processed beets and carrots and many others.
During this enrollment, period coverage is available at 50, 55, 60 or 65 percent of your established yield at 100 percent of the established Farm Service Agency market price for the crop.
Fees to participate in the NAP program include a service fee and a premium for buy-up coverage. The service fee equals $325 per crop with no producer ever having to pay for more than three crops in a county. Buy-up premiums are limited to no more than 5.25% of total liability for the crop. A waiver of the service fee and a 50% reduction in premium costs are available for many producers. These include:
- Limited resource farmers (income determination based on total household income and income from farming)
- Beginning farmers (someone is considered a beginning farmer if they have not operated or not substantially participated in the operation of a farm for more than 10 years)
- Underserved farmers (someone is considered underserved if they are a member of a group whose members have been subject to racial, ethnic, or gender prejudice because of their identities as members of a group without regard to their individual qualities) Females are considered underserved producers.
- Veterans (achieved Veteran status in the last 10 years or a Veteran who did not achieve Veteran status in the last 10 years but would qualify as a beginning farmer)
