Charges have officially been filed against the 35 year old Appleton man that was arrested for the murders of 19 year old Jocelyn Miller and her 51 year old Father Richard in Manitowoc . Karl M. Hess is now facing two counts of first-degree intentional homicide with use of a dangerous weapon, and is being held on $1 million cash bond. If convicted, Hess could be facing life in prison. The criminal complaint claimed that Hess was in “significant financial difficulties” last year, and decided to rob Richard of a large amount of cash that he knew was kept in his home. He entered the home on the evening of September 7th, and shot Richard twice in the head, and was planning on leaving, but heard Jocelyn make some noise in her room. He then shot her as well before taking a safe, Richard’s wallet, and Jocelyn’s cellphone before fleeing the city. Authorities say Hess was found after a surveillance video was released to the public. Hess was located at his home in Appleton on March 26th, and arrested him.
