Manitowoc County District Attorney Jacalyn La Bre spoke Monday about the recent arrest in a double- homicide that occurred in Manitowoc last September. 35-year old Karl Hess of Appleton remains jailed- on $1-million dollars bail in the shooting deaths of a father and daughter, Richard and Jocelyn Miller.
La Bre any amount of bail in such a criminal case is part of process in the Courtroom; “At a Bail Hearing, the State makes a recommendation, the Defense Council makes a recommendation and the Judge or Court Commissioner set the final amount…”
La Bre also talked about her office’s working relationship with police in such an investigation such as this. “They do, obviously the front-line interviews, collecting evidence, that type of thing. But, if they need search warrants, that is the responsibility of the District Attorney’s Office.”
Karl Hess is facing two counts of first-degree intentional homicide with the use of a dangerous weapon in the September 2018 murders, Police say Hess was acquainted with the two victims with theft being the motive for the crimes.
