Due to an ice jam near the Shoto Dam in the West Twin River, the Manitowoc County Emergency Services Division has activated the Manitowoc County Emergency Operations Center. An incident command post has been established at the Manitowoc County Highway Department, and Manitowoc County Executive Bob Ziegelbauer has signed a declaration of emergency. The primary area of concern is West Twin River at and north of the Shoto Dam where the dam has been inundated by water over spillway. Ice continues to flow down river. In coordination with the Manitowoc County Sheriff’s Office, the Town of Two Rivers, City of Two Rivers, Francis Creek, and Rockwood Fire Departments have been performing water rescue of residents behind the ice jam, and otherwise evacuating residents. People are advised to avoid the Shoto area due to flooded roads. Evacuated residents have been instructed to go to the Manitowoc County Highway Department.
