All charges have been dropped against an Iowa woman who was accused of causing a fatal accident in 2016. Elizabeth Weber had been charged with homicide by negligent use of a vehicle. Investigators determined Weber had put down her cell phone more than a mile before she failed to yield at a stop sign in the Town of Bueno Vista. Fifty-nine-year-old Scott Otterson of Plainfield was killed. Prosecutors still say Weber caused the crash, but she didn’t break the law.
