The behavior of Manitowoc Alderperson Rhienna Gabriel is again in question with some City Officials. The District 10 Alderperson has missed the last 3-Common Council meetings and now; WOMT News has obtained a copy of written correspondence sent by Gabriel to another member of the Common Council. While the contents of the letter are rather general, the way in which the letter was sent is curious. The letter was addressed to Chairman Sitkiewitz, while the street address was that of Alderman Steve Czekala and the return address was Alderman Lee Kummer. Adding to the mystery; the signed letter had the salutation “Mayor Lotz”. This is believed to be Todd Lotz, also a Manitowoc Alderman that has never been Mayor of this City. Members of the Manitowoc Common Council are seeking an explanation for this correspondence and her repeated absences from official City meetings.
Also at issue; is the use of someone else’s return mailing address without permission. A check of postal regulations found; It is not illegal per se to use someone else’s address without their consent. However, the reason they are using the address could be where the illegal conduct arises.
Attempts to contact Alderperson Gabriel have gone unanswered. On May 21st of last year, the Manitowoc Common Council voted to Censure Alderperson Rhienna Gabriel for inappropriate conduct. The resolution dissolved Gabriel of voting rights on committees yet did not remove her from the council.
