A Manitowoc couple was arrested yesterday for Child Neglect. The Manitowoc Police Department and the Department of Health Services were informed by family members of injuries a child had suffered that appeared to be from a shoe. Officers interviewed the 44-year-old man and 34-year-old woman who are listed as the main child care providers for a number of children. Both admitted to using heroin with the children around and knew of an injury one of the children received when they were struck by another child with a toy. The female also admitted to burning one of the children with a cigarette. The man is facing a charge of child Neglect of a Child Under 6 Years of Age, and the woman is facing the same charge plus one count of Physical Abuse of a Child.
