The estate of a former Milwaukee County Jail inmate will receive almost seven-million dollars as part of a settlement over his death. Terrill Thomas died of hydration when guards refused to give him water in 2016. Thomas’ estate had filed a federal lawsuit and the settlement hasn’t been finalized yet. The county will pay about five-million dollars and the company contracted to provide health services to inmates will cover the rest. Thomas’ water was cut off after guards saw him trying to flood his cell.
