A Fond du Lac County judge will preside over court hearings where the new home for the so-called “Halloween Killer” is to be located. Sixty-nine-year-old Gerald Turner had appealed his commitment to a mental health facility as a sexually violent offender. The state appeals court returned the decision to the circuit court judge. Turner raped and killed nine-year-old Lisa Ann French on Halloween 1973.
