
On a 9 to 1 vote the Manitowoc Common Council recently approved a new ordinance—Effective immediately—regulating donation collection bins in the city. Common Council members responded after many complaints city-wide about improper dumping around these bins that were meant to collect donations for those less fortunate.
Nickels says this ordinance requires the owner and/or occupant of the property to have a permit before the publicly-accessible bin can be placed on the property.
The ordinance further regulates bin placement and maintenance and requires that donations be emptied no less than once per week. The cost of the permit is $5,000 annually and must be paid to the City Clerk at the time the applicant submits the completed application. The penalty is up to $500 per violation and for more information call or stop by City Hall during normal business hours.
