The state of Wisconsin has ranked in the upper third of the 50-State Medicaid Report Card.
The report issued by The Heartland Institute ranked Wisconsin 16th in the nation for Medicaid governance with a score of 52 out of 100.
The Medicaid Report Card evaluates every state using 16 metrics across four areas of Medicaid governance: Program Design and Enrollment (worth 36 points), Fiscal Sustainability and Budget Exposure (26); Program Integrity and Administrative Oversight (24); and Market Structure and Provider Environment (14).
The average state score was 45, with Kansas topping the list with a 74 and California at the bottom with a 22.
Iowa was the only state in our region with a higher score, ranking 7th with a 59, while Minnesota was 29th with a score of 42, Illinois was 31st with a 41, and Michigan’s 38 left it ranked 38th.
Wisconsin was praised for being the only state in the region not to adopt Medicaid expansion, having the strongest design score in the region, and showing solid fiscal numbers and the region’s strongest private coverage.
However, Wisconsin also had the lowest program integrity score in the country, the third-highest improper payment rate in the nation, and weak enforcement of fraud.
