
A Manitowoc man with a lengthy criminal history has been arrested after breaking into someone’s home and attacking them.
29-year-old Emahd Brown-Payne was given a $2,500 cash bail by Court Commissioner Jewel Scharenbroch yesterday (October 8th) as he faces charges of Burglary, Strangulation/Suffocation, and Disorderly Conduct.
These charges arose following two incidents involving the same victim over a two-day span.
Brown-Payne is accused of breaking the window of the victim’s home to gain access to the residence. Once inside, it is alleged that the 29-year-old attacked the unnamed victim and choked her before breaking her phone.
When speaking to law enforcement after the incident, officers observed visible markings around her neck consistent with being strangled.
While given cash bail, Brown-Payne will remain in custody regardless of whether he posts it or not, as he is subject to supervision from the Department of Corrections.
He will return to court on Monday (October 12th) in Branch 3.
