The City of Manitowoc heard what some area builders believe could be done with the Madison School and Lakeview Park properties.
Mike Howe of Mike Howe Builders and representatives from 3 Amigos Apartments gave presentations to Manitowoc’s Committee of the Whole on Tuesday.
Howe told the council that if they chose to work with his company, he would be ready to start building homes on the land the city purchased from the Manitowoc Public School District for $1.
Howe would be interested in building condos on the property that would overlook the Manitowoc Yacht Club and provide views of Lake Michigan.
His company and his partner, Vinton Construction, would also not ask for city funding at the beginning.
“I kind of talked about our experience and that,” he told the committee. “The big economic benefit to me, it’s 10 acres on the lake that brings in really no revenue in and now, I would assume the way I have it calculated out that we would bring about $300,000 worth of tax revenue to the city once it’s complete.”

They want to create a cohesive lakefront neighborhood with over 171 total homes.
It includes a mix of detached homes, townhomes, and apartments.
“At this point, we are just looking for a partnership and to see where this goes, if selected,” he explained. “And then kind of gather more information and determine the best avenue to move forward.”
After the presentations, the city’s Committee of the Whole went into closed session but did not return with a decision, as it had more questions.
Both companies submitted RFPs, or Requests for Proposal, that the City of Manitowoc requested.
City documents show that the city was looking for “single-family, market-rate residential development that capitalizes on the Property’s exceptional views of Lake Michigan while remaining compatible with the surrounding neighborhood.”
