
A Kenosha man has filed a federal civil rights lawsuit against three Kenosha police officers and the city.
Jermelle English Jr. alleges the officers used excessive force, failed to intervene, and arrested him without probable cause during a 2023 incident inside an Applebee’s restaurant.
The complaint says English was dining with two people when officers entered while searching for people who had fled a nearby rollover crash.
Officers allegedly focused on English based on what is described as “vague similarities” to the suspect description, even though restaurant employees said the family had been inside the entire time.
English is seeking compensatory damages, punitive damages against the individual officers, attorney fees, and other relief.
