
A high school student from Manitowoc has been charged with sexual assault.
17-year-old Rory Wilhelm was given a $20,000 signature bond yesterday (July 7th) by Court Commissioner Jewel Scharenbroch on charges of Fourth-Degree Sexual Assault and Felony Bail Jumping.
During his bail hearing, it was revealed that online communication between Wilhem and the victim took place, with the 17-year-old stating he wanted to go to the victim’s house for sexual intercourse.
The victim said no and told him they were at the Manitowoc Public Library.
Not long after, Wilhelm arrived at the library, where he is alleged to have made numerous non-consensual sexual advances to the other child, which included accusations of putting his hand up their skirt.
These allegations come after Wilhelm was previously charged with First-Degree Child Sexual Assault, Sexual Contact or Intercourse with a Person Under the Age of 13 in May in an unrelated case.
In that case, the 17-year-old was also given a high signature bond but allowed out of custody.
Issues of Wilhelm’s competency were raised in the child sexual assault case and further noted during his bail hearing yesterday.
Wilhem will be back in court to make his initial appearance in his most recent case on July 27th, followed by a status conference on July 28th for his previous sexual assault charge.
