
The City of Two Rivers is investing this year in a part of City Hall that residents might not think about all the time.
The city’s 2026 Investment Plan includes $70,000 to repair the concrete surface of the city hall parking deck and improve waterproofing.
The deck is located on the east side of City Hall, and while it may look like a typical parking area from the outside, the structure beneath plays a bigger role in city operations.
City staff explains the underground level of City Hall supports several critical functions that keep city services running.
That includes housing police squad vehicles, the police department’s sally port, an emergency generator, elevator mechanical equipment, and sump pumps.
Over time, the concrete surface above has begun to deteriorate. If water seeps through, it can damage the structural precast components below and lead to much more expensive repairs in the future.
Failing concrete on the Two Rivers City Hall deck will be replaced, improving waterproofing and protecting the structure beneath.
The city concludes by explaining that the approach reflects the city’s long-term financial strategy of prioritizing infrastructure before small problems become major expenses.
