A Windsor man is facing his fifth OWI charge after a head-on collision with a dump truck.
Authorities say 55-year-old Jeffrey Swenson admitted to looking at his phone moments before veering over the center line on Highway 19 and crashing.
Witnesses reported the car spun out of control after the impact.
Deputies say Swenson failed a sobriety test and also had an open alcohol container in his vehicle.
He’s charged with OWI, open intoxicants, and inattentive driving.
