The Milwaukee County District Attorney’s Office will have to decide whether it wants to re-try the case against Brown Deer Police Officer Devon Kraemer. Jury members told Judge T. Christopher Dee they were deadlocked Wednesday and a mistrial was declared. Kraemer was charged with shooting Manuel Burnley Junior in the back while she and a second officer were struggling with the unarmed man. Burnley survived. Police had been called about a disturbance on a county bus in March 2016. The officer said Burnley had moved his hand near his waistband before she fired.
