The family of a man shot to death by Green Bay Police says a wrongful death lawsuit will be filed this week. Joseph Biegert was killed three years ago. Police had gone to his apartment to make a welfare check. While officers were there, they say he became erratic, grabbed a knife and stabbed one officer three times in the arm. Two other officers opened fire. On the third anniversary of the shooting, Biegert’s mother held a Saturday news conference calling for a federal investigation. An investigator hired by the family has cited several concerns with the response.
