A Dane County judge has sentenced a 33-year-old man to 10 years in prison for being drunk when he hit and killed a pedestrian last year. Kong Vang had entered a guilty plea last November to charges of second-offense homicide by intoxicated use of a vehicle, plus two charges of recklessly endangering safety and drug possession. The victim, 24-year-old Wenxin Huai, was a student at the University of Wisconsin-Madison from China. Huai was walking on South Park Street with a friend when Vang ran her down.
