Bipartisan backers of Governor Scott Walker’s bill to reorganize the state’s juvenile corrections system are moving quickly. A committee hearing and vote were held Thursday. The governor wants the bill passed before the legislative session ends next month. Supporters admit there are a lot of details which still need to be hashed out. Under the plan, the Lincoln Hills juvenile prison would be closed by 2020. Forty-five of the 150 boys living at Lincoln Hills have been convicted of serious offenses like homicide, sexual assault and armed robbery. They would be moved to adult prisons.
