BayCare Clinic Ribbon Cutting in September, 2021
A portion of Manitowoc is benefiting drastically from recent additions.
As we continue our deep dive into Mayor Justin Nickels’ State of the City address from Monday, we learned that the Bayshore Development on the north side of the city has benefited drastically from the additions over the past couple of years.
Not only has Bay Care built a clinic on the former Elks Club property, but Mayor Nickels says there is housing there as well.
“There are six, 8-unit apartments that are out there. They are all full as we speak,” he noted. “Angelus Senior Living Facility, Community First Credit Union purchased land on that site. There’s more apartments and condos coming soon while still respecting the land and the natural beauty out there. It won’t be house on house.”

All of these additions have brought a good chunk of money back into the city’s pockets through the TIF District, which also encompasses one of the few remaining vacant eye sores in the city, the Mid Cities Mall.
That mall is not owned by the City, but Mayor Nickels noted that they will, “continue to work with the owner. Now that we have a lot of growth and development at the…Bayshore site, [it] should spur development to the Mid Cities Mall.”
And now, with help from a state grant, 10 acres of the property will be used for public elements.
“We got a grant for…public trails going through that property, a bridge connecting to the Lincoln Park Zoo and Mariners Trail,” he explained. “There will be fishing stations and a kayak launch as well. All of that will be starting this year.”
The first half of the report was very positive, talking about the small and large businesses in the city and the Bayshore Development, but there are some areas where the City is struggling.
Tomorrow we will take a look at the housing market in Manitowoc, which Mayor Nickels said is going to be a “major issue for the Council.”
