The Green Bay Police Department has released body camera footage from a recent arrest that had people in the community concerned.
A citizen recorded the arrest of 24-year-old Edward Curtis on May 9th on their cell phone, and it appeared as though an officer was punching Curtis while he was handcuffed on the ground.
However, the body camera footage (which can be seen below) clearly shows that the officer in question was tightening a restraint that was being wrapped around Curtis’ legs.
The restraint was used because Curtis had been resisting and kicking at the officers.
Chief Chris Davis thanked the citizens that asked questions about the arrest, saying “Sometimes this helps us identify misconduct and hold our employees accountable. In this case, however, what looked from a distance like an officer striking a person in custody was actually the officer properly applying a restraint.”
Curtis has been charged with seven crimes, including Receiving a Stolen Firearm, Carrying a Concealed Weapon, Obstructing an Officer, and Resisting an Officer.
