The family of a 37-year-old woman struck and killed along Highway 151 last summer is frustrated it is taking so long to file charges. Kayla Davis had stopped and gotten out of her car to see if she could help the people involved in another accident. She was killed when a truck driven by 28-year-old Troy Kelm swerved to avoid hitting Davis’ car as it sat on the shoulder. Kelm was cited for operating while intoxicated and Dodge County authorities say they just got new information on the still-open case. Kelm was involved in a drug death eight years ago.
