A 19-year-old man shot by Milwaukee Police last summer has filed a civil rights lawsuit against the city and its police department. Jerry Smith Junior says he was unarmed when officers shot him twice while a witness was recording the incident on a cell phone. Smith says he doesn’t know why officers were chasing him. He was hit twice, with one bullet causing internal injuries, costing him the use of his right leg. Smith hasn’t been charged with a crime. He says he ran to the rooftop where he was shot so he could call his mother, but she didn’t answer.
