Dane County Judge Frank Remington rejected a request that he recuse himself.
The judge found Michael Gableman in contempt of court last month after Gableman made an outburst while he was on the witness stand.
He accused the judge of being biased against him.
Four different cases in Dane County charge that Gableman has failed to provide records related to his elections investigation.
All four have been brought by the District of Columbia-based liberal watchdog group American Oversight.
