Madison Police Chief Shon Barnes says the shooting death of a man outside the City-County Building Wednesday afternoon was “premeditated, preplanned, and targeted.”
Barnes says more than a dozen shell casings were found near the spot where the man in his 30s was killed.
His name hasn’t been released.
The victim was walking out of the Dane County Jail at the time he was attacked.
Investigators don’t know the motive and they haven’t determined if the shooting was gang-related.
Two persons of interest were in custody less than two hours after the 5:00 p.m. incident.
