Racine County Sheriff Christopher Schmaling is giving two bystanders and one of his deputies credit for saving the lives of two people Sunday morning. Jeffery and Cheryl Coopman suffered life-threatening injuries in a grocery store parking lot when their vehicle was hit by a teenager trying to get away from police. They are in critical but stable condition now. Seventeen-year-old Isaiah Degroot of Racine rammed their car as he was speeding in the parking lot. He was caught after a short foot chase. The sheriff says his deputy used a belt and a bungee cord to apply a tourniquet. The victims were said to be bleeding heavily.
