Appleton police say a 24-year-old man recently got his 31st ticket for driving with a suspended license. The man’s name hasn’t been released. It all started when he failed to deal with two tickets five years ago. His license was suspended, and he fell into what police call a “vicious cycle” that he can’t get out of hand. Every time he gets pulled over he gets another suspension. Officials say tt gets to the point people aren’t able to get their licenses back at all because they owe so much in outstanding fines.
