Wisconsin’s most serious juvenile offenders would be held at the new facility.
Both Republicans and Democrats are proposing to borrow almost $42 million to construct the new prison.
The latest plan would include county sites statewide for less serious offenders.
Racine County is currently working on plans for a youth detention center to be built in the Village of Caledonia.
