A man convicted in a Manitowoc stabbing incident will have to pay restitution to the victim.
During a hearing last week, Judge Mark Rohrer ordered 63-year-old David J. Downs to pay a little over $6,800 toward the Crime Victim Compensation Fund.
Downs’ attorney, Laura Ann Walker, claimed that the victim already got the reimbursement, adding that the “victim would have used the wage loss insurance through her employer,” as had been done in the past.
After testimony from the Crime Victim Compensation Fund Team Member Janine Frank, Manitowoc County District Attorney Jacalyn LaBre argued that the restitution should be paid.
Downs’ defense attorney argued that the victim had previously used disability insurance to compensate for lost wages.
Still, Judge Rohrer says there is clear evidence that restitution must be paid.
Downs is serving a nine-year prison sentence after he was caught stabbing a woman in 2023.
The female victim said Downs was angry with her before she was shoved to the floor and stabbed.
