Numerous arrests have been made after authorities uncovered a transnational drug trafficking ring in Manitowoc County.
The Manitowoc County Metro Drug Unit conducted a joint investigation with the DEA Green Bay Office, which included conducting arrest and search warrants in the city yesterday (August 19th).
These warrants led to the seizure of over two kilograms of cocaine, firearms, and four arrests.
Those arrested, all Manitowoc residents, included Jorge Luis Plana-Cotto, Norval Josue Almeyda-Sanchez, Jael Fernando Cruz-Arroyo, and Rosario Pena.
Each of the four suspects have been charged with Conspiracy to Deliver Cocaine Over 40 Grams.
The four also appeared for their bail hearings today (August 20th), receiving between $150,000 and $500,000 cash bails.
The suspects are accused of coordinating the transport of vast quantities of cocaine from South American countries, including Colombia, into Puerto Rico before the drugs made their way to the U.S. and were eventually sold in Manitowoc.
During their bail hearings, it was revealed that the suspects had been under investigation since May, with authorities noting that they were involved with the distribution of cocaine at Van’s Bar.
During the investigation, Almeyda-Sanchez, who is considered the leader of this drug trafficking ring, was seen at Van’s resupplying Cruz-Arroyo with cocaine to sell to patrons in the bathroom.
He was also on record telling an informant that he ‘has kilos of cocaine he needed to get rid of.’
Then, on August 17th, law enforcement intercepted a package sent via the United States Postal Service intended for Pena’s address which contained two kilos of cocaine.

Later, a Western Union receipt found showed that an undisclosed amount of money was sent by Plana-Cotto to someone in Peru for the package.

nty Assistant District Attorney Angelina Scarpelli also noted during today’s hearings that it is believed this operation dates back to 2024.
Following their arrests, the Manitowoc County Metro Drug Unit stated, “This operation demonstrates the strong collaboration between local, state, and federal law enforcement agencies. Our shared commitment to proactive drug enforcement continues to improve public safety and protect residents of Manitowoc County.”
All four suspects will make their initial appearances in Manitowoc County court on Monday at 1:30 p.m. in Branch 4.
