
A Kiel man has been arrested and charged after an altercation led to the victim jumping out of a moving vehicle.
67-year-old Richard J. Ramminger appeared in court yesterday (July 20th), where he was given a $10,000 cash bail.
This comes as Ramminger has been charged with Second-Degree Recklessly Endangering Safety, False Imprisonment, Battery, and Obstructing an Officer.
During his bail hearing, the 67-year-old was accused of getting into a verbal argument with a female victim inside a vehicle.
When the victim refused to entertain the argument, Ramminger began driving recklessly.
When the passenger attempted to call the police, he stole her phone, preventing her from seeking help.
The victim then jumped into the backseat, and it’s alleged that Ramminger scratched her before ripping her dress and undergarments.
Fearing for her safety, the victim then jumped out of the window of the vehicle while it was moving to escape the situation.
Ramminger will now be back in court on Monday to make his initial appearance in Branch 2.
