Darlene Rae Higgins, 52, Two Rivers, neglecting a child (no harm and child <6 years or disability) on 09/24/25, guilty due to a no contest plea, Sentence is withheld. Defendant is placed on probation to DOC for two (2) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) Continue with mental health treatment at the agent’s discretion; 3) Follow all DHS orders/recommendations; 4) Contact with the victim will be determined by the agent; 5) Maintain absolute sobriety; 6) Submit to random urine screens and pay for the same; 7) Thirty (30) days in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court; 8) Provide DNA sample; 9) Pay court costs; 10) Pay supervision fees in an amount to be determined by DOC. The defendant has 6 days sentence credit if revoked. Court orders the bond in this matter be returned to the payor.

She cannot end this until the case manager and the agent agree it is appropriate; 5) Eight (8) months in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court; 6) Provide DNA sample; 7) Pay court costs; 8) Pay supervision fees in an amount to be determined by DOC. Early discharge is not permitted. Count 5 – Court sentences defendant to five (5) days Manitowoc County Jail, under the Huber Law. Defendant has 5 days sentence credit. Court deems the sentence time served. Court imposes costs of $280 to be paid during probation term. Count 6 – $300 fine plus costs, total $831 to be paid during probation term.

Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Departments assessment process; 2) AODA assessment and follow through; 3) Maintain absolute sobriety; 4) Maintain fulltime employment, schooling, work search or combination; 5) Pay court costs and warrant fees; 6) Pay supervision fees in an amount to be determined by DOC; 7) Provide DNA sample 8) Submit to random urine screens and pay for same; Ninety (90) days in the county jail, under the Huber Law, to commence on or before 08/11/2026 by 6:00pm. Spend an additional — Nine (9) months in the county jail, under the Huber Law, stayed and to be imposed at the agent’s discretion and upon order of the Court.

Leland J. Heinicke, 19, Manitowoc, resisting, failing to stop, negligent operation of a motor vehicle on 10/14/23, guilty due to no contest pleas, Sentence is withheld. Defendant is placed on probation to DOC for two (2) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) Maintain fulltime employment, schooling or combination; 3) Obtain GED or HSED; 4) Four (4) months in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court (count 1 only); 5) Provide DNA sample; 6) Pay court costs; 7) Pay supervision fees in an amount to be determined by DOC. Court orders expungement of defendant’s record pursuant to Section 973.015 of the Wisconsin Statutes upon successful completion of sentence. Court finds the defendant would benefit and society would not be harmed by expungement in this matter.
