
A decision has been made regarding an officer-involved shooting in Oshkosh.
The Winnebago County District Attorney has determined that Officer Johannes was justified in the shooting of 85-year-old Robert Lapp on May 10th outside of the Fleet Farm on North Washburn Street.
Body camera footage shows Lapp reaching into his pants for a handgun, which he then pointed directly at Officer Johannes, who shot and killed Lapp.
A total of seven seconds passed between the time Officer Johannes first made oral contact with Lapp and when he fired the fatal shot.
The Wisconsin Department of Justice Division of Criminal Investigation determined that Officer Johannes was justified in the shooting due to the fact that the call he was responding to included a report of a loaded firearm, and due to the quick nature of the incident.
