
The City of Two Rivers wants to show residents that it understands their frustration with property reassessments.
City Manager Kyle Kordell explains that the city council recently passed a new property assessment policy to “bring greater consistency and long-term stability to how they are handled.”
He continues explaining that reevaluating properties more frequently is widely considered a municipal best practice, not because it raises more taxes, but because it improves fairness, accuracy, and public confidence while avoiding sharp value shocks to property owners.
The new policy changed to require the city council or a committee to convene to review data on Wisconsin property value ratio compliance and to decide on a regular, consistent value assessment update by an independent expert.
There will also be term limits on which group can assess property in the Cool City, and all property owners within the city have the right to appeal if they feel they were charged too much.
Kordell finishes saying that the policy is an attempt to show residents, “we listen, we hear you, and here is what we’re doing to make it better in the future so we don’t end up with a repeat of previous shocks that so many residents experienced.”
