
The City of Two Rivers is dispelling misinformation about its Lead Service Lateral Replacement Program.
City officials say they’ve been getting several calls from residents over the last couple of days regarding misleading information on social media.
The Two Rivers, WI, City Hall Facebook page explains that, following COVID-19, both the city and Manitowoc County received money from the American Rescue Plan Act (ARPA).
In late 2022, Two Rivers and the county entered into multiple agreements allowing County ARPA funds to serve as a match for eligible City ARPA expenditures for lead service lateral replacement.
Initially, the city offered replacements through a voluntary sign-up program for residents interested in getting lead service laterals replaced.
However, participation was limited, and as a result, the city shifted to a neighborhood-based replacement approach from 2023 to 2025, allowing more work to be completed efficiently and helping control costs.
ARPA funds have now run out, and lead service replacements will continue through the Wisconsin DNR Safe Drinking Water Loan Program, which supports work on both public and private sides.
Lead Service Lateral replacement will continue in 2025 and 2026 on the east side of the city, south of 22nd Street, and will move near the north-central area from the East Twin River west to Forest Avenue between 23rd and 31st Street in 2026.
Future replacement priorities beyond 2027 will be guided by state and federal regulations, but the project could move between the East Twin River and east of Monroe Street.
