
A second man has been charged in connection to a 2023 Green Bay murder.
The Green Bay Police Department has said that 40-year-old Joel Pagan-Garcia has been officially charged with one count of being a Party to the Crime of First-Degree Intentional Homicide with the Use of a Dangerous Weapon for the fatal shooting that took place on November 3rd, 2023.
The fatal shooting claimed the life of 30-year-old Carlos Otero-Aviles of Green Bay. Pagan-Garcia joins fellow Green Bay native, 41-year-old Christian Rivera-Pica, who was given the same charge in Brown County one day earlier.
The two men were arrested last month in a joint effort by police in Green Bay and the U.S. Marshals Service Eastern Wisconsin Violent Offender Task Force.
Originally, authorities were called to an apartment complex in the 1700 block of Western Avenue for a report of gunfire in the area.
It was later determined that Otero-Aviles was shot and killed in the parking lot of the apartment complex while attending a child’s birthday party.
Rivera-Pica will return to court for his preliminary hearing on August 21st, while Pagan-Garcia’s preliminary hearing is scheduled for August 22nd.
