
A man with a history of public disturbances has once again been arrested for causing a scene in a public place.
The Manitowoc Police Department dispatched officers to Dairy Queen on Memorial Drive just before 4:00 p.m. Tuesday afternoon an a report of an intoxicated customer.
The officers recognized the 33-year-old man from previous incidents at a gas station, the library, a local bar, and at the warming shelter, all of which resulted in charges.
It was learned that the man was ordered by a judge to maintain absolute sobriety after being released from jail earlier in the day.
A Dairy Queen employee told police the man had been causing a disturbance, including using profanity while placing an order with children and other customers present.
After being handcuffed, the man shimmied his pants down to his ankles, made it very difficult for an officer to get him into the squad car, and berated the officers with multiple cuss words and told them to perform sexual acts on him.
He also threatened to fight the officers, which led to charges of Threats to Law Enforcement, Resisting Arrest, and two counts each of Disorderly Conduct and Misdemeanor Bail Jumping.
