
A man is facing charges after a physical altercation at a Manitowoc Kwik Trip.
Officers with the Manitowoc Police Department were sent to the gas station on South 42nd Street on a report that an individual was strangling another person in a car.
The victim told police that they and the suspect, who are listed as transients, had come to the store from AmericInn where they were staying.
The victim stated that the 35-year-old man’s mental state had been diminishing, and he was driving erratically, so they asked him to pull into the Kwik Trip parking lot.
An argument about money turned physical when the suspect took the victim’s phone and smashed it on the ground, and at some point he put his hand around the victim’s neck and choked them.
Officers spoke with the man, who was described as having a “1000-yard stare” and was in an upset state of mind.
The man was detained but said he “was not going to jail,” leading officers to use a device known as the “wrap.”
That is a fabric restraint used with uncooperative suspects. When asked if that is what he wanted, the victim reportedly told them to “put him in the straight jacket.”
He was taken to the Manitowoc County Jail on charges of Strangulation, Criminal Damage to Property, and Disorderly Conduct, each with a domestic violence enhancer, as well as Resisting or Obstructing an Officer, Possession of Drug Paraphernalia, and Bail Jumping.
