
The Manitowoc Public School District Superintendent has released a statement on his decision to end the free meal program known as the Community Eligibility Provision or CEP.
In the written statement, Superintendent Jim Feil points to several reasons why the decision was made.
One the he specifically highlighted was the fact that with the ending of the program, the MPSD is “projecting a balanced Food Service Fund Budget” meaning no deficit.
He also noted that “No child in need will be denied. They will be served,” and that “Returning to the original program ensures free meals for all in need.”
As for those who complained that he made the decision without the consideration of the school board, he noted that as per Policy 6110, which relates to the use of federal funds, he has the authority to make the decision, which he also says aligns with the strategic plan pillars of improvement.
In the statement, he also said “My bottom line is that I do not want any hungry children to go hungry…However, I do not believe that families who can afford to pay for their children’s meals should have meals provided for free.”
