The Manitowoc Police Department has announced the recent release of a convicted sex offender.
Richard E. Oestreich was previously convicted of Failure to Provide Information to the Sex Offender Registry and two counts of 1st Degree Sexual Assault of a Child.
He was released on September 19th and is residing in the 1100 block of South 19th Street in Manitowoc.
He is required to follow rules as established by the Department of Corrections including being registered with the Sex Offender Registration Program and GPS Tracking for life and will be on extended supervision through the Department of Corrections for life.
The Manitowoc Police Department releases this information not to instill fear in the community but rather to ensure everyone is as informed as possible.
Oestreich has served his sentence as imposed by the courts and is not wanted by law enforcement at this time.
Any harassment, intimidation, or threats to him will not be tolerated.
